2. Mix cream cheese, sour cream, milk and 1-1/2 cups cheddar until blended.
3. Reserve 2 Tbsp. onions for later use. Combine remaining onions with all remaining ingredients except remaining cheddar in large bowl. Add cream cheese mixture; mix well.
4. Spoon into 1-1/2-qt. casserole sprayed with cooking spray; top with remaining cheddar.
5. Bake 35 min. or until cheddar is melted and dip is heated through.
6.Sprinkle with reserved onions.
